383 no 3 point hitch

The 3 point hitch stopped working on my buddies 383 Massey. fluid level was low so we filled up with fluid but still nothing. I lifted the 3 point arms up and down several times and now they will come up but have no power, I plugged a pressure gauge into remotes and they have around 2700 PSI. Anyone have any ideas what could have happened? He was cutting hay with a 3 point hitch disc mower when it just fell to the ground.

Is 383 like 390 or 375? 383 was not sold here in Finland. If similar to 390: 390 has own hydraulic pump for linkage and other for remotes. So if linkage pump doesn't work, you will still have pressure in remotes. Linkage pump takes it's power from same shaft as PTO aka power take-off. Maybe using PTO with mower broke clutch center disc (or something else on the powerline) and the link pump doesn't rotate. In that case PTO doesn't rotate either, does it?
