oil leak on spark plug side of head

Hello, As you may suspect I am new to this forum and can use some help from those with more experience on this tractor then I have.
I have rebuilt the engine in this 1959 65 tractor as it was very tired and had not seen any real care in a while.
I installed a rebuilt cylinder head and the tractor runs very nicely. But I guess there are oil return holes on the spark plug side of the head that appear to be leaking?
Is that possible? I thought maybe oil coming up head bolts but I coated them with #2 permatex and oil still seems to seep 0ut after engine sits awhile.
Any help or knowledge of this would be appreciated.

Yes it certainly could be that.
The vale cover was recently installed and all surfaces below it are dry and no sign of oil leakage.
It seems to be leaking from at least 4 pushrod tubes and what I was wondering is about removing them and putting some type of sealer. If removing them is a possibility, does head have to be removed to push them out. I do not want to distort them.
