MF 50 throttle issue

I just purchased a 1958 MF 50 (Continental Z-134 gas). The engine RPM will occasionally climb without moving the throttle lever from it's upper position (near idle). I can correct this by quickly pulling the throttle lever down and return it back up to the idle position. Likewise, sometimes when I attempt to increase RPM's, it's not a smooth increase-- it goes up to the higher RPM very quickly. Any ideas or suggestions? I seems like something related to the governor but I don't yet have a shop manual. Thanks in advance.
 
The linkage between the carb and the governor has 2-or more- springs, sometimes one or both fall off. Find yourself a manual with pictures of this.

A lot of times the arm, and spring (22, and 23 I highlighted in the red box) usually go missing. Make sure you are not missing any pieces for the throttle linkage.

If you do have to replace the governor do yourself a favor and spend the extra money and get one from agkits. I recently went through a disaster replacing one. Long story but the fifth try ordering, sent 4 back from two different vendors, was a winner.

I have a 1958 Massey 50 with the continental engine in it. Lately, Ive noticed an issue that when I go down hill, the engine RPM skyrockets (2200ish) and if I go up hill, the RPM decreases drastically (sometimes as low as 1000rpm). On flat ground, it holds RPM relatively well, unless under load (e.g. getting into thick brush while bush hogging). I'm pretty new to this tractor, so I'm not sure where to start. To anyone who may know, is this sounding like an issue with the governor, or the throttle linkage assembly?
