MF Super 90 PTO

I was thinking that my pto clutch pack on my tractor was bad and needed repair. The lever does not cut it off. Loaded or not, it runs all the time (almost). Looks like a major job so I have been using it (carefully) as is for now. I know it is hydraulic engaged by pressure from the power steering pump. I also know the PS pump is not live and does not turn if clutch is depressed. I was thinking if the clutch pack is burned up and the pto runs all time, that probably the discs are warped locking it engaged. However, I have noticed that when I start the tractor, as long as i have the clutch depresses, the PTO does not turn. Do I have a clutch pack problem or a hydraulic control valve problem?

Your PS pump does run all the time. There is a hydraulic dump valve that will cut off all hydraulic pressure to the PTO when you have the clutch pedal depressed all the way down.
I think that your PTO brake may not be working quite right and you may have a slight warping to the discs. If you cannot use it the way it is working...you will have to do a re-build.
Usually the PTO clutches will NOT give any trouble if your PS pump is strong. A good PS pump will lock the clutches so there will not be any slippage that will cause warping. Does your 90 steer well without reving up the engine? A good pump will turn the wheels at an idle, and not moving, with one finger.
