MF180 No steering

I need some ideas. I have an early model 180 diesel, 1966. It has a new 523093M91 Parker Hannifin pump. The new pump has three separate fittings instead of the pressure and tee for return and bleed line of old one. I replaced the pump because of the same problem with old pump. The pressure and return lines to the hydramotor will get warm with running, the bleed line stays cold. There is no fluid at either of the steering cylinder lines. I am using Dexron II for fluid, have run the tractor for a couple hours, turning the steering wheel back and forth, pump reservoir bubbles, but fluid level does not drop. Does anyone have any ideas.

Update, I hooked a pressure gauge and shutoff in line on pressure line, power steering pump has 1500 psi at idle, is it possible the check valve in the hydramotor is stuck open. Anyone with an idea please post.
