Massey 135 Clutch adjustment

I just got a Massey 135 diesel. I can't engage the engine pto at all unless the tractor is off. If I try with it on, it just grinds. I found a pedal adjustment but I can't get the shaft to turn with a screwdriver through the hole. How easy should it be to turn?
 
It can vary based on whether your clutch has the heavy / industrial springs or the ligher ag springs.

My 175 was acting the same way. On the advice of members on this forum, I took the bottom cover off (4 bolts), threw some safely goggles on,
with engine off, and tractor safely braked, and peeked at the clutch. What I saw, pieces of clutch and rivets, told me it was time to split
and replace the clutch. Yours may just need adjustment though. There is also some degree of adjustment that can be made on the turnbuckle
attached to the foot pedal, and the pressure plate itself can be adjusted from beneath - need a good manual or advice of the members on here
on how to do it though..
 
With the pedal clamp bolt loose it should slip to set the free play easily. If the PTO still will not stop with the pedal down then the three PTO plate release bolts need reset. I just did that on my brother's 175 today as his would not stop right either. Reset all three for .080 inch gap, reset the free play and all is well again.
