massey harris 30 governor

I have taken this Novi fly ball governor apart and it appears to be in good condition. I notice there is a adjustment on the the bumper spring. I would like to how this is done. I have looked in the manual and other places , but they do not address this issue. Help with this would be appreciated.

Back the bumper screw out enough that it doesn't raise the idle speed , if it turned in too far the engine will over speed.
 
Bumper spring is adjusted if needed to correct surging trouble, if the carb synchronization is set right bumper spring is usually not needed. Owner's manual did have instructions on how to set it if needed with the engine running.

Thanks very much for the prompt reply to my question on the bumper spring adjustment. I also have a question on the adjustment of the rod between the governor arm and the carburetor. My shop manual states that the length of this rod is adjusted, initially, so that the throttle butterfly is wide open. This is opposite to the original setting where the throttle butterfly is closed. I have a feeling that this is a misprint in the manual. How is this length adjusted?
 
It IS set wide open, with the throttle lever back too so the governor weights are compressed "IN" by the governor spring. When the weights move out against the governor spring that's when the governor closes the throttle as the weights/spring balance. Some are adjusted so the pin will enter the clevis/arm freely, while some governor adjustments say to lengthen or shorten the clevis. On the 30 the governor will be more sensitive when the clevis is shortened. If the clevis is set too long the governor will be slow/lazy to sense and open the throttle when any load is applied.
