231 PTO problem

My dad has a '94 model 231. When the PTO lever is pushed forward for Ground Speed PTO, it works fine. However, when the lever is pulled to the rear for Engine Speed PTO, the PTO does not spin at all. Also, we also realized that hydraulics are not working and will not lift the three point. Any ideas on what the root problem is?
 
Is it live pto, or independent pto? You should be able to remove the round side cover opposite the pto lever cover (after you drain the oil out of the transmission), and have a look inside while someone moves the pto lever.
 
ON my MF-240-S the rear position does something weird if I shift into reverse, or something, so I have it blocked off with a steel angle plate. There is some damage that can happen, I forget, and I never have needed it, so it is blocked off. Just FYI.
 
The pto, and hydraulic pump are both run off of the same shaft so with the side cover off you need to make sure the shaft coming out of the hydraulic pump is turning.
