Massey 165 Loose Steering

I have a 1968 MF 165, S/N 9A-54790, Detroit production model. The power steering still works but takes regular top up of the fluid reservoir because the main rod seal leaks so badly. I know there is a little slop in the pins but they do not look badly worn. The steering wheel will tun about 90 degrees before resistance is felt with the tractor engine off. I can see the main rod move about 1/8" when the steering wheel is turned. Is this because pf the hydraulic leaks? What are the chances that a seal kit would stop the leak at the rod? Just curious, when these tractors were new did they have pretty tight steering?
 
When new they steered fine. Over time when the shaft bushings, actuator link ends and pins get worn they can go downhill fast. I'd reseal the cylinder assembly, and get BOTH link ends and pins. That will be the most bang for your buck. Exactly the parts I used on the last early 165 I worked on.
 
ANY slop in the pins and linkage will cause a problem. These photos are of my 150, may be of value to you. My cylinder wasn't leaking so didn't replace any seals in it. There is a dust cover held on by drive rivets opposite the spool linkage end.
