MF35 Power Steering to left only

I have a '63 MF35 Turf Special. I had power steering fluid leaking out from the top of the steering column, so I replaced the seal (I&T shop service manual MF-14, page 15, Fig. MF244, #3 "Seal"). The leak is now stopped, but now I have ONLY power steering to the left. To the right is NO power steering... only "armstrong" steering. Any ideas how to alleviate this?
 
So I discovered, after bleeding lines to find air pockets, that the new steering wheel that I had just installed had a base that was too large for the steering column dust cap. So whenever I would turn to the right the steering wheel was physically binding on the dust cap.
