Throttle issue with Massey industrial 20. (135)

I bought a Massey industrial 20 with a 3cyl Perkins gas a few weeks back. And I noticed from the beginning the throttle lever was always hard to move. And the tractor never really revved up while lot.
I took the tractor apart to replace the clutch and rear main. Now that I have everything hooked back up the throttle lever moves fine but the RP. Never changes. The long rod that runs to the front of the engien has a spring on the end (I assume for the governor) when I move the throttle lever the spring stretches but the arm never moves. So the RPM stays the same no matter where the throttle.lever is set. I can rev the tractor up by manually moving the linkage on the carb itself.
 
Something having to do with the governor/linkage is stuck, sticking, or its not hooked up properly. Some people try to rig them rather than fix it correctly, could be missing a part(s) which doesn't help.
 
Well it somewhat worked before I took it apart. Now nothing. So I obviously did something wrong. Maybe I should get pictures of what I have hooked up where.
 
does anyone know where #24 in this picture goes too? I'm missing that part. I believe it goes to the carb to adjust engine speed but for the life of me I cannot find that part in the shop. and the part # is no good anymore

this is the drawing for without a foot throttle but that part is in the same position and the same part # as mine with a foot throttle I just couldn't get the foot throttle picture to save..

so anyone? any help?

ok everything is there and its all connected correctly. still nothing.. any chance that when I turned the engine upside down to bearing clearances that something moved in the governor? that what I'm down to at this point nothing else really make sense as to why it won't change RPM when the throttle lever is moved.
 
You would need to take the front cover off of the engine to look at the governor, it possible something could have moved or was broken (it could have been partially broken before you worked on it).
 

and with mine having a front pump for the loader.. I need to pull the axle off to get to the front cover to pull it. right?
I don't even see how I can change the belt without pulling the front axle off.. the shaft to the pump sure doesn't come out.
 
You don't have to pull the front axle off to change the belt, but you will to take the front cover off as the crank pulley will need to come off. If you could make a video showing all the throttle linkage at the front of the engine while working the throttle it would make it easier to what is going on. A video would make it a lot easier to see what is happening (this is one of those need to look at it to see what's going on).
