1948 TO-20 Governor Lever Arm Rod?

I'm trying to get a TO-20 running. The starter would not engage. I split the tractor apart and it had the early style flywheel. The ring had been replaced but the 4 spot welds had broken loose. I found a used replacement flywheel but the bolt which connects the governor lever arm rod to the U bolt on the throttle rod broke in two. I need a replacement lever arm rod with the bolt. Any suggestions for alternative fixes or where to find a replacement? I could also use a new ball joint for the throttle control link rod.

And you need the compensator spring 181535M1 (goes from that "J" shaped arm hanging down, the other end of that spring hooks to hole in the thermostat housing).
