Couple of 230 Diesel Questions

Ok, first thing is I measured the rod journals and they are 2.25 and the mains are 2.75 so if I'm reading my IT shop manual right it has not been turned correct? Also on the side of the head a little bit above and to the left of the lift pump is a small round hole that I think should have a plug in it. It is another one to the left right beside the lift pump. Does anybody know where I can get one? I just noticed it when a little bit of smoke puffed out of it when the oil pump quit and it partially spun a rod bearing. Thanks.
 
Mains bearings are 2.751- 2,7525 so the journals haven't been ground.
Rod bearings are 2,251- 2.2525 so I guess you have a virgin crankshaft.
