Massey Harris 50 PTO clutch slipping

I have a SGM model (two stage clutch. While brush hogging thick stuff clutch slips. Is it possible to adjust the PTO clutch by removing the bottom cover plate? If so,advice and guidance would be welcome....Thank you ...Hooper
 
The release bolts can be adjusted, but if it slips it may have some oil dripping on the clutch assembly, or the disc is just warn. Bellville spring could be getting weak also. Adjusting the bolts won't help if it slips. How well does the transmission clutch hold?
 
I assume you have ruled out the possibility of the clutch on the mower slipping (if your mower has a slip clutch).

Main clutch is good, no slippage. Used it today, pto shaft has a shear pin (no clutch) in thick stuff shaft would stop turning, I would disengage pto and reengage and it would start turning. It was explained to to me that I had to replace both clutches to fix this problem. is this the correct thinking?
