MH 30 PTO problem

I recently purchased a '52 MH 30 row crop and tried to engage the PTO, it did go in and released the clutch slowly and not wanting to break nothing, when it started to bog down I disengaged it. Assuming that something inside is either jambed or broke or possibly rusted together from lack of use. How does the shaft engage inside? Im sure its a series of gears or something like that. And should the PTO shaft out back spin free when not engaged? It does have a PTO cover where the pulley should be, but I don't think that would stop the shaft from turning. Any help would be great.
 
Yes, the pto shaft should turn freely if not engaged, engine running or not. Easy to
pull the top plate off of the transmission and have a look inside. Ben

I pulled top plate off, gear lube better than half way over gears. Didn't see any reason it wouldn't turn, so I greased it and put a monkey wrench on the end of the shaft and worked it back and forth until it broke free. Then started it up and let it warm up while I put the cover on and then I engaged it slowly and let it spin a bit then stopped and greased some more then ran it a little more.
