Cannot find actuator for differential lock MF-40 early 60's

I cannot figure out how to activate the differential lock. Attached are some picture of the possible places as I see it, but I need someone to give me specific instructions on how to do it.

My M40 B TLB has a locking differential but the actuator does not work. The actuator goes into the diff on the right side sitting on seat facing forward. By pushing the handle forward or backwards it forces the actuator pin in and out.
Im afraid to force it. anybody have a suggestion on unsticking one of these? thanks! paul
 
It's probably seized at the pivot on the lever, you may try some penetrating oil. Give a shot every so often, then try working the lever each time. You may have to take it apart to free it up.
