MF 165 hitch arms won't go down

Hi all! Hoping someone here can give me some advice. The hitch arms on my MF 165 won't go down when I push the lever forward. After the tractor sits for a while the pressure lets out and they drop, and they come right up again upon start up no matter what the position of the lever. I am hoping this is something I can fix without taking the top cover off.

You can start with draining some oil out so you can take the round cover off the right hand side, then look to see if the linkage inside is moving.

The linkage is moving. However, the roller doesn't have any tension on it. When I push the linkage toward the rear with my fingers, the roller doesn't follow it. I suspect the spring is broken on the relief valve. Seems a little strange that it would stay in the "up" position though.
