grandson's 399 has 2 switches on the receiver drier wired in series one of them has gone bad keeping the compressor from operating,my question is why does it have to have 2 switches ? I can't locate but 1 in agco parts book and it's not shown on the drier

Not terribly common, but some systems employ a high pressure switch as well as the traditional low pressure unit. Object here is that should airflow through the condenser be reduced and/or system pressure reaches the target point, the clutch signal is cut off to hopefully minimize damage to the compressor or hoses.
 
the drier is similar to the one shown ,except his has a switch on each side of the connector block for the lines on the top of the drier that are wired in series,could one possibly be say 275 psi cut off for normal operation and the other a higher pressure setting for system protection,forgot to mention this system is a receiver drier and expansion valve type
