Perkins 3 cal is bound up

First off I got great info off this site and looked for a good while before writing this post.
I recently acquired a mf 35 with the Perkins 3 cylinder diesel. I got her running after converting to an alternator and putting new fuel lines ,hoses and a water pump. I should have changed the oil but seeing as how it was full I grew impatient and took it for a spin around the yard. I parked it and then returned to start it again to see if my alternator conversion was producing power.
I tried to turn it over and it will make about half a revolution with a horrible noise in the area of the crank. I realize I'm probably looking at a rebuild but am wondering if this is common or what I should do first. I'll be more than happy to post my alternator brackets I made up if it will help others like you all have helped me!
 
At the bottom of the oil pan there should be an inspection cover as per photo. Remove and see what you have for foreign material. Item # 2. With a light have a good look inside bottom of engine.

I would drain engine oil down until its at the full mark on the dip stick (see if it has water, or diesel in the oil). Then I would turn the engine over backwards by hand with a socket, and ratchet. It could be hydro-locked, when turning it over backwards if there is anything in the cylinders it should come out the exhaust. Check the coolant level also to see if its low also.
 
so I got the inspection plate off. Oil looked good and the area around the filter was free from metal. However I found about 3 chunks of metal directly under the oil pump. Looks like there's been some work in the lower end. At least an oil pump.
If I pull the head will that help my investigation?
 
This is the largest piece. It's a ferrous metal for sure and it's less than 1/8 inch diameter and maybe 1/16 thick. The engine was fairly free of sludge which was surprising. From the inspection hole everything I can see looks really good.
