MF35 power steering locked

ok after having other projects to tend to, I am back to working on this MF35. Still the same issue. With the engine off, I can steer both left and right with no problem. Once I start it up, i can only go full left and thats it. Steering is hard as a rock then. I am only filling it with fluid at the pump. Is there a place near the steering column to add fluid? I'm obviously missing something simple.
 
I am sure some of the posters can add a step by step diagnosis and list of repairs. But most just jump to "do this, do that" with little or no real understanding of the underling problem. The PS system on an old gas MF model is a challenge, one to find the problem, two to fix it. Most on here are not good teachers, but good mechanics.
