Hello this is my first post. I have been looking around and am glad to see there is some knowledge of my 204 work bull. Just searching on google makes you think no one has ever heard of it. My issue is that my 3 point hydraulics will only go down if draft is all the way down and will only go all the way up if you use the draft lever to lift. The only time the position control lever has any affect is when draft is all the way down and then the position control will operate from all the way down to about 1/3 of travel distance up smoothly and without hesitation. I imagine this is not how it is supposed to operate and I also understand that the torque converter must be engaged to run hydraulics. Can anyone point me in the right direction on what's going on. You didn't mention what year your 204 was and I don't know if any changes were made over the years on these models.
I have a 1960 204 and have had trouble with my 3 point lift too, what I did figure out is this.
All the way forward (bottom front of quadrant)would be your implement depth,position your stop accordingly, and all the way to the rear would be full lift. This is kind of reverse of what is said in the operators manual.
I had to have my hydraulics rebuilt twice, both times the pickup tube had become misaligned, no explanation as to why from the shop. I paid the first time to have rebuilt but the second time the shop made good on their work. (Marshfield Machinery Marshfield Mo.)They also ate the transportation cost on the 2 shop visit. Was about 2 months after 1 rebuild.
At times the full lift seems a bit slow and sometime a bit "jerky" but other times there is no problems at all. I associate this with the weight of the implement and hydraulic oil temp, my tractor didn't have the oil cooler when I bought it and I haven't been able to locate one. At times the oil temp will be about 20 to 30 degrees above water temp.

The 204 is a variant of the MF 35 farm tractor, so its not as odd a tractor as people think. Just a different hood/grill, and some other options that were not available on a 35.
 
The quadrant for the 3 point is out of adjustment, or something in its linkage is missing, broken, or out of place. Unfortunately you will more than likely have to pull the lift cover.
