Governor Ajustment MF 204

Asking for info on adjusting the governor on a MF 204 gas motor. What happens is when I start the motor goes right to high RPMS.I can't lower the engine speed. I noticed the governor rod doesn't move like it's frozen.
Is the rod suppose to move if the motor is off?
 
When you move the throttle to the idle position, you should see the governor lever move slightly and hold the throttle lever in the closed position at the carburetor. Did this just happen suddenly or is it a tractor you are unfamiliar with?
 
Thanks for the reply.I noticed after checking it out that the 6" throttle link was missing from the throttle lever
the the governor linkage. So, I need to order one. I found a universal one the internet I'm sending off for. I'll
post an up-date when it comes in. This was myfather in-laws and it hasn't run in years, he pasted away earlier
this year.

Refer to as many pictures - or check the archives here for threads on this, there are 2- and sometimes the rods need 3 springs to function the way you want. If the rod fell off, a good possibility a spring went west too...
