MF35 power steering locked

After rebuilding my engine and putting things back together, I filled the power steering pump with fluid, started the tractor, and turned the wheels to the left while adding fluid in the pump. After going full left, I tried to bring it back right and do the same thing and it will not move. I lifted the front of the tractor off the ground and I still can't move it. Its solid as a rock. What did I do wrong or what am I missing?
 
Sounds like you have air in the system or something wrong with pressure relief valve but I'm just guessing. What happens if you switch it off?
 
Its very possible that I have air in the system. If I do, how do I get it out? just open a line as I try turning the wheel?

As for being apart, the pump was off the block and detached from the power steering itself. When I put it back together I filled the pump as it was running and let it take in what it needed. Once I got full left, it just locked.
