How to fix PS on MF50 gas

Simple question. PS on MF50 not working.

I have filled (and run and refilled) the PS reservior with fluid and sealer and driven it a couple hours. No change.

MY question: What 3 (three) things should I do to isolate the cause of the problem.
Where do I start to find and fix the problem?

Just 3 key things to check...please...3 most likely causes and how to check them.
 
1) Aquire the needed fittings to plumb a suitable pressure gauge in the pressure line so you can see if the pump is making pressure.

2) Find what is worn out up in front of radiator. Massey calls it the steering pedestal. Everything that moves up there needs to do so with very little slop/wear.

3) No need for step three. ( Trying to keep it simple, as you had requested. )
 
Also noticed that while refilling the PS pump with the tractor running that the PS fluid was foaming and spraying out the opening. Normal? Significant?
 
Put the gauge at the pump. The pressure line on a Barnes pump is the one at the bottom of the pump. I'm not sure on a Cessna pump, but I think bottom is pressure there also.

Run engine at 2000 r.p.m. , turn steering wheel as far as you can and hold it there. (Doesn't matter which direction) The pressure should be 1100-1200 p.s.i. while holding the steering wheel.
