yes that is what its for, to drain oil out of the sump area and not let it build up and soak your clutch.
that little hole is your friend.

is the oil, motor oil or transmission/hydraulic oil?

if motor oil then your rear motor seal has probably gone bad.

If its trans/hyd fluid, have you added oil to trans lately? could have overfilled transmission case.

my old TO35 leaks trans/hyd fluid from the weep hole, if I overfill the sump. I keep the level at the center mark on the dipstick with the lift arms in the up position.

try that, if it keeps leaking you may have to have the front seals in the transmission replaced

above all keep that weep hole open so the oil drains out or you will ruin your clutch,
ask me how I learned that hard lesson.
 
If you over filled the trans/hyd sump, then drain some out do not let oil get on that clutch!!!!!!!!

You have to pour the oil in slow, maybe 3 gals then it takes a while to let the oil level stabilize before you pour in more, it has to move inside the sump, but it takes a while, maybe wait an hr before adding more oil.

How much oil did you pour into the sump?

It takes about 6 to 8 gallons depending on your tractor. Maybe by morning it will be leveled out.
 
When I had my tractor split I drilled another 1/8" hole at the lowest part of the bell housing so that if the rear main seal should leak it could drip right out (see red line in picture). Without the hole I drilled look at how much engine oil would have to leak out before it came out of the factory weep hole.
