guide cover on a mf135

trying to get the guide cover off the power steering. the bolts are 7/32 allen head and i havn't got none of them to move, has anyone got any suggestions how to get them loose?

I use a large blunt punch ground flat on the end, placed squarely on the screw head and smack it with a hammer. This wakes up the screw enough to get them out. If someone has used locktite in the past heat will break the bond. On really hard to loosten screws I've used a center punch next to the screw head edge to spin them loose, usually ruins the screw though..
