MF Power-Assist Steering Temperature

A buddy asked me at coffee this morning: he has an older M-F industrial tractor with the assist-cylinder type of power steering. The control valve was bad so he found one and installed it. The steering works now but the oil gets really hot: he measured 180 F with a temp gun. He asked me if it should get this hot. Well, how hot should it get? I have seen oil coolers on power steering systems lots of times.
 
Any chance there's a restriction somewhere in the pressure line? That will make heat quick if the relief valve blows a lot. Had a 175D power steering pump ruined like that once, some one brazed a line leak, almost closing the line off. Valve was blowing soon as the new pump was on without even turning the wheels, a new line fixed it..
