Massey 44 leaking behind brakes

I have a 44 special with live pto. The rear differential lost gallons of oil while sitting in the shed over a long period of time; although as soon as I purchased years ago the holes underneath were weeping and had been for awhile. I finally got around to tearing it apart today with the assumption I needed the pinion seals that go behind the brakes. When I got it tore apart they double seals and are national brand (so I assume they have been replaced) and they look PERFECT.

I hate to replace them - any ideas of why the tractor is leaking. The cavities had oil run out when I pulled the covers. The axle seals have not leaked a drop - it all is coming from behind the brakes.

Any ideas what I can do to stop the leak?
 
Still in process. I think part of the problem are there are two single lip seals both pointing the same direction (out). I am going to find double lipped seals and see if that helps. I also think where the paper gaskets were broke down behind the shims it was leaking. The live PTO side the seal was bad-bad; so that explains that leak. One side has new brakes and the live pto side (the hard side) is to the rivets so now I am in the hunt for new discs.
