135 deluxe gas, power steering problems

This is my neighbor's tractor and I am not that familiar with how it is suppose to steer, but when turning right or left the inside tire turns less than the out side tire. It should be the other way around, the inside needs to turn sharper then the outside. I am not sure where to start to correct this. I thought maybe the steering arms were wrong because they have two keyways and can be located on the spindle in two different positions. I changes one arm but after changing, there is not enough adjustment in the drag link to adjust wheel back to straight. Unless the arms have been changed at some point during the life of this tractor and wrong ones installed I can not see any thing else that may solve this problem. But making sharp turns with this tractor destroys any grass or ground making mowing and other chores difficult. When turning the front outside wheel plows and the inside scuffs, not a nice situation. Any suggestion?
