The main clutch and pto clutch will not disengage. Originally the main clutch worked fine and The pto clutch would not disengage. Will I have to
break the tractor into and replace the clutches? Any diagnostic suggestions?
 
PTO clutch not releasing on mine was solved by adjusting the clearance on the plate ears down to .055 .060 rather than the factory rec of .090 .

Main disk can be a problem.

There's an inspection plate under the bell housing that lets you see up into the clutch guts (and adjust those PTO ears). Pop that, block the wheels to keep the tractor from rolling, and have someone operate the pedal while you see what's happening. The 3 main release arms should move forward an inch or so and the 3 connecting links near the perimeter should be moving.

If that's working, the main disk is stuck for some reason. Sitting over winter? Some earlier discussions had tips to tow the unit and try to break it loose.

Otherwise, the lining may have failed, and jammed. You might be able to see the edges of that plate through the cooling slots in the flywheel - I forget.

Split and repair required. I put a writeup in the articles section at the left of the screen on splitting and reassembling these beasties some years back - might give you some tips to save your knuckles (and clutch disks!).
