165 gas PTO problem

Neighbor across the street asked me, about him having to shut off the tractor in order to engage the PTO. I checked to make sure that the Main engine clutch was not poorly adjusted. There is about an inch of travel before the throw out bearing touches the clutch fingers. Next I engaged the PTO and started the tractor with the foot clutch fully depressed I noticed the PTO started a slow rotation even with the clutch pedal fully depressed. I looked for some inspection covers and didn't see any.

What could be some possibilities?

Adjust the clutch pedal per the manual to start with.

Would that be covered in an operators manual? Just need to know which one to get.
