Mf 165 brake question

1965 model 165, have 2 brake levers but only 1 rod... The inside lever turns the shaft, so i assume there is another rod inside the case? When i run pedals independantly, the inside pedal has no resistence at all, just drops
 
As you stated the inside pedal should turn a shaft that goes through the bell housing and out the other side. Where it comes out of the bell housing on the left side, it should have an arm welded to the end of the shaft. There should be a brake rod that connects to this lever and goes back to the left brake actuating lever attached to the axle housing. I suspect there may be some parts missing or broken when you look.

If all of the parts are there, the brake return spring is probably missing which will allow the pedal to drop. By looking at the right side of the tractor you should be able to see what I mean. If the spring is missing, someone has probably loosened the adjusting nut on the left side brake so it didn't drag. After replacing the return spring, you will need to adjust the nut on the rod coming out of the axle housing and going through the brake actuating lever so that both brake pedals are even when depressed. The owners manual shows how to do this.

Left side should have a top and bottom shaft similar to this with a clamp and lever on the bottom shaft with a rod leading to the brake.
