MF 275 PTO issue

Just picked up a nice Massey Ferguson 275 tractor at auction. Problem is, the PTO runs continuously and doesn't stop when disengaged. I must confess, as a farmer, never used Massey before but always liked them.
 
On independent pto there is usually a couple blocked off hydraulic ports on the cover where the pto lever is. Live pto just has the lever on the cover.

If you have a dual clutch tractor and the clutch adjustment is good you should feel the second stage of the clutch about halfway down. The pedal will become harder to press from then on. If the pedal goes all of the way down with no change in pressure it would appear that you have an independant PTO.

I have the same problem on my MF375 w/12 speed syncro, it turns constantly. When I hook up a brush hog, it doesn't spin fast enough to cut, even if I accelerate the throttle, yet my TO-35 w/ground speed pto setting cuts perfectly. I was gonna buy a 6-7' brush hog for the 375, but not if it doesn't spin fast enough. Go figure-------

Most of the 375's came with independent pto so you have either a hydraulic, and or a clutch pack problem.
 
Mine has the hydraulic ports on the cover where the PTO lever is---however, they are not blocked off as you mentioned. Hydraulic lines emerge and go to another area.
 
I'm guessing from the description that it is running all the time that you have a split torque clutch or better refered to as and ipto,because the only way a 2 stage clutch driven pto will turn the pto is if it's in the engaged position unless the shift fork is broken or damaged and not allow it to be shifted to neutral,if the shifter is working correct on a 2 stage clutch pto with the engine running without releasing the pto clutch the gears would scrape when you try to engage the pto,also some of the 2 stage clutch pto's have a ground speed pto when the shifter is in the full forward position and a few had 2 speed pto's,the ipto is controlled with a lever at the same location as the 2 stage clutch pto,it operates an internal valve that supplies the hyd applied clutch pack system it has an internal brake to stop it from turning when in neutral it may be worn out or damaged or something has gone south inside the clutch pack,also could be a control valve problem,most of the time if a brake is bad with an implement hooked to the pto a slight amount load will cause it to stop but when in the engaged position it won't,go to agco parts book on-line and click on guest user you can look up the different set-ups,if I remember correct the lines coming out of the cover carry fluid to the remotes
