little pto help with my 65 please

OK a stupid question probably... for the last year I have been rebuilding/ repairing my 1963 65, this week I finally put the bush hog behind it and worked it some. The pto leaks like a steady stream. I did replace the seal and O ring while I had it apart. (let's assume I did it correctly for a second).... The question is... what holds the outer collar with the o ring in? I have the parts book and it shows the retainer which is in place but, it doesn't hold the collar in. It sits outside of it. It seem the pressure of the o ring is all that keeps it in. Also, how much end play is normal? I probably have an eighth of an inch.
I know it could be several things.... I messed up the seal or shaft is out of round or worn but, I really just want to know if the collar sit flush with the housing and is it supposed to have a plate or something applying pressure to hold it. That and the end play.

sorry for rambling and poor formatting.

I have to redo my pto seal on mine to, but i think its because the pto pump moves enought to cause seal to leak (replaced a few mths ago). Need to make a brace to hold pump in place to frame of tractor.

Find 3 different sources of o rings and seals. It took me 3 tries to get the leak to slow up, never mind stop. OF all my tractors, this ( MF30 version of the late 165 ) is the only model I have an incurable situation with. Might be worn metal, but the metal pieces aren't suppose to hold water (oil)...
