MF 65 surging

Any thoughts on why my 65 gas started surging when not under load?

Nothing severe, just a light surge and any load at all will make it disappear. Idling or on a flat run it'll just give a constant light surge.

Carb adjustment seems to be able to stop it for a bit, but then it returns.

Not really a problem yet just an annoying noise I don't like to hear.

May need to check the carb rod linkage for freedom of movement. If the governor to carb has tight linkage, or really loose pins it will give surge trouble. Check the synchronization per the service manual too. If the rod is adjusted shorter surging can be worse, if too long governor action will be slow to respond...
 
Dieseltech is right, the linkage is prime suspect- but while you got your head under there, make sure the spring isn't just hanging there, that happens now and then....
