wheel bearing help

I ordered a front wheel bearing kit from yesterday tractor. it has a rubber part that I am unsure about.

I have included pictures can anyone tell me how I use this piece if I use it at all.

it's the seal, it fits tight on the spindle so it stays stationary the other part of the seal is the wear sleeve that goes in the hub

so pack the bearing drop it in. put the cover in then put the rubber thing? or does the rubber seal go before the cover?

The inner bearing goes in, then the metal cup which is what the rubber seal rides in. Off hand, I think I put the lip of the metal cup on the inside. If you didnt see that metal cup when you took it apart, it's probably still in there. It's hard to see sometimes...

this is a new hub, I put the sleeve in already.

the other metal cap after the bearing I know that much. just didn't know if the rubber went before or after it
