Slipping clutch on MH 44S

I have a Massey Harris 44 Special with the LPTO option. I also understand that the PTO clutch on such models do have a habit of slipping under load since they are considerably smaller than the traction clutch. I have been told that these clutches can be "locked up" such that the live power is bypassed and this problem avoided. I have the wheels off of the tractor for some light restoration and access to the clutch behind the flat circular plate is fairly easy. My question is what is the procedure to secure the clutch disc to the pressure plate? Can it be done by just removing this outer cover or does the entire clutch/plate assembly need to be removed?

Where did he drill the holes? Tapped or was he able to put nuts on the bolts? Could it be returned to original if desired?
 
He just drilled through the cover and hammered in two 5/16 bolts since it was never used anyway. Not the correct way, but it works. The clutch usually slips when the shaft seals leak oil into the clutch/brake area. If the leaks are repaired and the clutch completely cleaned you might get it working right again.
 
If the clutch disc is worn beyond spec, it won't hold, especially under a load. I have cheated and ground a few thousands off the spacers in the clutch pack.
 
I completely removed the spacers from the clutch pack and tightened the bolts down. It won't ever slip again. Unfortunately, like other methods mentioned, you no longer have a hand clutch.
