MF 165 Power steering problem

I am in the middle of rebuilding my power steering cylinder for my 165 and the cylinder went as planned but I went to start to rebuild the spool valve and that is where the problems started it says to remove the screws from the back plate but there is no screws there are however 3 rivets holding the plate on. Should I cut them off and drill screw holes or is there another way to remove it. Also do I need to remove the 2 balls on top for the spool to come out? Thanks for the help.
 
I use two small screwdrivers, one on each side of the rivets under the cap to pry them out. Leave the balls alone, place a punch through an oil port through the spool valve, then unscrew the spool end to get to the internal snap ring holding the spool in place.
 
Thanks a million for the help I am not sure how they expected farmers to do this back in the day especially with the spiral snap ring that bugger was hard to get back in. I still need to pry off the rivets and replace that seal.
