I appear to have a vacuum leak or other problem
Idles good but when the throttle is opened up it barks and sputters but does line out.It requires the choke out at least half way all the time
There is a hard pipe line from the intake to back of motor,what is the purpose of this line???
Any suggestions are greatly appreciated

You may be looking at the water line that warms the intake plenum. If you had a vacuum leak it would not idle well. May be fuel supply, or carb trouble if the choke must be used. My forklift acted that way too until I put in some hot sparkplugs as it idles a lot.
 
Sounds lean. Sounds very lean.

Verify that any and all fuel filters and strainers are clean.

Verify that there is a steady stream of fuel from fual line at the carb.

If the float bowl has a drain plug, remove it and verify a steady flow of fuel from the drain with the fuel valve open and the engine not running.

If all good, disassemble carburetor inspect for dirt and thoroughly blow out all passages, jets, etc.

Is the anti dieseling solenoid connected and functional? If not, has it been properly deactivated so that fuel flow is not restricted?
