Massey ferguson 165 no oil psi at idle

Hello, I am working on a massey 165 with a perkins diesel. At Idle the tractor has no oil pressure at high idle it has 20 psi. The book recommends that it should carry 30 to 60 psi of oil pressure. The engine was rebuilt about a year ago. We have tried another oil pressure gauge to verify its not the gauge. I am thinking that the oil pump is shot. Is there anything I could be over looking or should check? Thanks for any and all help

Presumably the Perkins engine in question is an AD4.203. Yes, the pump could be worn out or the relief valve could be stuck. Two stronger possibilities are the intake filter is blocked/partially blocked or the pipe between the filter and the oil pump is cracked. It has a support bracket brazed to it. It is possible that the bracket has partly broken away from the pipe. This was more of a problem on 3-cyl engines until MF modified the attachment. There is a second pipe which feeds oil to the block galleries but I would think that any problem with this one is very unlikely.
