MF135 hydraulics

In spring lift got really sluggish. Drained a milky oil and decided to take lift cover off. Found pump intake/filter completely iced. Drained further, cleaned and dried. Put back together and it lifted perfectly. But it will not go down. I've had 100 lbs on it for several months and it has moved inches. Control valve seems to have no effect. Not sure what might have changed?

This is the first winter I stored it outside. I will just make room inside until I figure out where the water is getting in.

Any ideas on why it won't go down or how to proceed?
 
I have seen this on a 165,I would check the roller on the linkage. I would expect to find it in the bottom of the housing.(Look through the right cover.)
 
Im sure the water is getting in around the gear
shift boots just like they all do. You can put some
black tape just above the top of the boot but it
will still get in there just not as fast.
