UK built MF 165 Mk I brake problem

My cousin has a UK built MF 165 from 1965. He has repaired his brakes on one side (so far), and it is even worse than it was before. What it does is that when he hit the brake pedal, the brake goes fully on by itself, and does not come off until he put the tractor in reverse and back it up a little. He put new linings on, and new all the small springs that keeps the disks together, and new oil seals too.
He means the groves for the balls was not too bad, and it looked fairly ok. But, then, he is not a mechanic, and has never done such a repair before, and I was not there to help him either since he is in Norway and I am in California.

Does anyone have any ideas about this ? Is it anything I can advise him to do, to be sure if he needs a new disk set, or if it can be cured in any other way. He says it is as soon as he comes to the place the brake starts engaging the brakes goes fully on.

It has been a long time since I repaired the brakes on a 165 or one of its brethren but what I can remember is that the brake pedal adjustment is quite critical on these tractors. If the pedal is set too high then the brake can grab on due to heat expansion, alternatively if there is too much slack in the pedal either the brake will not work at all or it can lock on due to over travel of the expander particularly if the expander balls and the ramps are becoming worn.
It is best if you check the adjustment procedures in the tractor handbook to set up to the correct pedal travel. If this does not work then I would imagine that the brake expander is worn more than you think.

Perhaps another forum member will be kind enough to post the setting up procedure for us?
