z134 continental camshaft thrust problems-need help

I am rebuilding my 1958 Massey 50 with z134 engine. All has went pretty well until I put the new camshaft in. After I bolted the thrust plate on the front, I went to check the camshaft endplay. My factory manual says it should be .003-.007. The problem is this cam moves in and out well over .100. There is a ton of play in this. When I look into the where the three cam journals in the block are the ones on the cam look like the cam hangs out the back of them quite a bit. I don"t think this is right. I am unsure what to even think. It looks like I could drive the plug in the back of the block inwards and it would correct this problem, but it is already flush with the back of the block.

Has anyone run into this and have a suggestion?
 
Also, the factory manual says if the endplay is to wide replace the trust plate. However, a new thrust plate will not take up this much clearance.
 
It would depend on the use of the machine for me if I was going to drive ig in the parade so to speak I wouldn't worry about it. If I was really determined for it to be in spec. I would consider replacing the cam. Being unfamiliar with that particular engine does the gear come off of the cam? If so is it installed properly?
 
These never look or 'feel' good until, like dieseltech sez, the timing gear is torqued on tight. I believe you can use shims in a pinch? Do you have at least an I&T manual? I'll read up on it in mine.
 
What's weird is the factory manual I have says when inspecting the old camshaft, you measure endplay with the governor assembly still on the camshaft. However, it also says when installing a camshaft just install the thrust plate and then measure endplay.

This will be a serious use tractor. It has lived a hard 56 year life and hopefully will be good for many more.

OK, just a follow up. My new governor assembly arrived today and after I installed it, the endplay was right. The factory book is kind of misleading, so I thought I had a problem. I just didn't understand. Thanks everyone.
