Help with 135 diesel

I could use some expertise with my 65 135 UK diesel. It's always started right up even after sitting for month's in the winter. I used it today and everything started off good. Then I went down a small slope and the engine over revved. It's done that before but only about 2400 RPM for a couple seconds till I put the implement back on the ground. This time it revved about 2600 RPM but did work normal once I put my grooming implement down. A few minutes later when I went down a hill again, I slowed the engine down and it still wanted to rev faster but then I couldn't get it to idle at the normal 700+-. It wanted to idle about 1500 and the throttle would adjust itself higher with no input from me, even on level ground. I drove it back and parked it. I let it cool down for about an hour and then it wouldn't start.

I noticed the agglomerator(glass bowl on fuel filter) looked cloudy. I'm wondering if your filters need changing, can the governor act strange and even lean the engine out to make it rev higher? Clogged filters would certainly make it not start but could they cause the other problems as well. Thanks in advance.
 
Only two ways to control the speed of a diesel engine. That's more fuel or less load. It sounds like your governor isn't working when you take the load off the tractor.
 
If the diesel in the bowl is cloudy it certainly sounds like time to change the filters and clean the bowl out etc. whatever the problem is. The IH 674 we had a habit of revving up on it's and then then going down again . Changing the fuel filters cured the problem every time.
 
While your checking/changing the fuel filters, I'd remove the fuel tap in the base of the tank and clean or replace the small gauze strainer on the tap assembly as well,

I suspect your pump needs serviced. Just tore down a Ford 2600 pump for the same trouble, had a heavy buildup on the weights and cage causing poor movement of the governor sleeve.
