MF375 IPTO

I have a 1987 MF375 Multi-power tractor purchased used several years back. Dealer supposedly rebuilt the IPTO unit. It has always spun when running and I could stop the pto with a 2x4. Now the problem: I hook-up my 5' Brush hog, engage the IPTO and it only turns/spins at a low speed. It doesn't pick-up RPMs by increasing engine speed like my TO35 when set at engine pto speed. It doesn't turn fast enough to use the Brush hog. What am I missing? It sure doesn't look like its operating at 540 rpm.

My 275 was like that and I guessed the aux pump pick up was cracked. A guy on here told me it was common and to add 2 gal of hydrolic oil . I did and my pto brake started working again and pto had power. One day I will pull the pump and fix but now I just run it with the extra oil
