oil hole

i have a question about my m40 industrial i'm replacing the rear axle seals and the repair manuel tells me to make sure the seal is positioned with the hole in it towards the bottom to line up with with the hole in the axle housing. whats the purpose of these holes?

are those the ones that sometimes have a cotter pin sticking out, to rattle around and STAY open?

Those hole, are there to carry any oil away that might get past the seals..A good idea to make sure they are open, Ie. not blocked by dirt

so they are not there to tell you the seal is bad?.
and you should expect to see some oil there ?
