Found one clutch, still missing one

On my 65 the travel clutch now works but the PTO will not disengage. I set the clutch pedal linkage per the book to no avail. I pulled the inspection cover and measured the clearance of the adjusting screws; two were spot on .080" and the third was .086" (using number drills as gauges). I set that one to .081". Could that one being out of adjustment be enough to not release the PTO?
Second question, the 1/4" hole aft of the inspection cover, is that the one that should have a cotter key in it? I found a sheet metal screw wrapped in pipe tape stuffed in there and drained about 1/4 cup of gray liquid. What does that indicate?

I don't think that little amount would keep it from working.The 1/4" hole is the one that usually has the cotter pin but still not sure about the bolt on this model.With both of our's being threaded it kinda looks like why the threads.Can you idle way down to engage pto? The Hyd. fluid is either from the front tranny seal or engine oil from rear seal and water.
 
Yes I can engage the PTO at low engine RPM. I'm wondering about hooking up to a rotary mower to see how the starting and stopping of that load might affect it. Maybe that would shake the clutch free?
 
So I put a cotter key in place of the homemade plug and it leaks tranny fluid pretty bad. I'm guessing it would be a quart every hour. Not sure I have the fortitude to split the tractor right now.
 
Have you checked the fluid level with the tranny dipstick? You may get by with parking it with front elevated. If fluid is poured in to fast it tends to go forward.
 
I had to set the PTO release fingers to .055 - .060 on my tractors (35, 65"s) to get reliable PTO clutch release.

The book calls for .090. That just wouldn"t work for me - possibly due to wear in the linkage assemblies?
