50c ind trans problem instant reverse

Went to a friends house to do a little welding on it and couldn't get it go back up.
Would try to creap forward when I hit the reverse pedal. Had to use the buckets to get it back to the main road.
Seems to run fine in forward.
Can't get the gear shifter to change when the engine is running.
Manual I have shows some troubleshooting stuff but the first thing is to make sure the trans is full on fluid.
I don't have a clue where to check the level.
Any ideas?

There should be a dipstick on the Right side of transmission, just behind your r/knee as you sit on seat. Filler plug s/b to left of shifters on top of transmission, big, round 2 1/2" plug. Use only Permatran oil in transmission. As far as shift problem, follow linkage up to where it attaches to the cross-shaft that actuates the FWD/REV shift. Sometimes the freeze up in either fwd or rev. or both. The shuttle pedals might move, but the shaft has to move also. Had to use a small visegrip to free mine, even with a grease ftg. there. Tried moving the shaft with a big crecent wrench. Couldn't budge it into reverse.
Drained out the instant reverse part of the trans.
Fluid looks milky so I am going to replace it.
Pulled the filter and am going to replace it also.
Houseing for the filter looked pretty bad with sludge.
Disconnected the pedals and the shaft will move just not much and not any towards the reverse direction.
