MF85 PTO problems

I tried using my PTO for the first time today. My PTO shaft is always spinning slowly but I thought nothing of it. So I hooked up a small rototiller and when I engage the PTO it does spin, but quite slow, and when I lower the tiller the PTO just stops. It's so weak I can stop the shaft with my hand with almost no effort.

Whoever had the tractor before me removed the pressure sensor, but based on my power steering I'd say the pressure is fine.

I'm not sure where to start.

Mine quit once, the gear fell off on the power steering pump. It's easy to check, I can't remember if my steering quit too. My steering monkies up when the tractor gets hot. I don't guarantee a similar out come.
 
The PTO works off the return oil from the power steering circuit, the low pressure is controlled by a valve in the transmission input shaft housing, about 150-200 psi. If I remember right the dash light came on when the pressure dropped below 100 when the clutch pedal dump valve was used. Power steering must work correctly or PTO will never work. My guess is you have clutch pack trouble, or the oil line to the control valve at rear has popped out of the input carrier plate. Had a S90 pop the line out once, had to split it to fix it. The line can be seen when the power steering pump is removed.
 
My power steering works great, I can steer with one finger, and the dump valve works when I push the clutch all the way down, so I'm thinking the PTO clutch pack must be bad. I wish I'd looked at it when I had the tractor apart doing the rear main engine seal. Oh well, it'll have to wait until after seeding season, then I can split it again and work on it.

To get at the PTO clutch the lift cover has to come off, rear PTO shaft and plate assembly, and split at the transmission rear, and hydraulic pump removed, then the diff front carrier bearing and plate removed. The IT manual will show most of it. Have fun!
