Mf40 lift arms

Hello all,I have a mf40 industrial I just picked up .the 3 Point lift arms won't come up unless I push the forward or reverse pedal is this normal? Shouldn't they work in neutral?.
By the way it's a instant reverse trans
 
Normal, since the lift pump is driven by the transmission, which is
only engaged when pedal is pushed. Same with a PTO if it has and
PTO will reverse direction too, so an over-running clutch is
necessary in driveline. You could put the H/L or 1/2 in neutral and
push pedal, lift should work.
 
Thanks for the info the Manuel wasn't very specific on that.
It makes sense just never saw another tractor like that.

I just purchased a MF40 Industrial. I have not been able to get the 3 point arms to raise or lower. Started to dismantle to check what is wrong. Never thought about using accelerator. Can you explain to me how it works? Also, does the hitch use different fluid or does the tractor only use hydraulic fluid?
